June 15, 2021 Update

Per most recent updates from the CDC and NYS Department of Health, we are revising interim council guidelines. 

  • Effective immediately, GSNYPENN will no longer require members and/or families to wear face coverings  outdoors  while participating in Girl Scout group activities. When in public places, Girl Scouts should follow the guidelines for that business and/or property.
  • Face coverings are still required to be worn indoors at all times, except during meals and mask breaks. Please note that guidelines may differ slightly for resident and troop camping on our camp properties.  (Please review your confirmation packet for details once you register for a camp session.) 
  • While this change in outdoors masking applies to our members, it does not prevent an individual from voluntarily wearing an acceptable face covering outdoors during Girl Scout activities. No Girl Scout, volunteer or family member may be prevented from wearing an acceptable face mask voluntarily.
  • Girl Scouts should continue to practice social distancing.

May 27, 2021 Update

Council Operations 

  • Staff continues to work at home and in-office during regular business hours. We’re still here to serve you! Work with staff directly for assistance and to schedule in-person and/or virtual meetings.
  • Service Centers are accepting in-person visitors by appointment only. Please contact the staff member and/or department to make arrangements. Visitors must wear a mask and complete a self-assessment questionnaire before their appointment.
  • Stores  are open with a maximum capacity of 4 customers in the store at a time. Customers must wear a mask and sign a visitor log upon entry. Check hours here.

Updated Guidance for Troop Meetings, Activities/Programs, Health & Safety Practices

The latest edition is dated May 25, 2021 

When implementing COVID-19 precautions for re-opening and resuming in-person activities and events, we benchmark with other councils and consider health and safety protocols in our local public schools. Lastly, we must consider vaccine access; it is not yet approved for children under 12 (nearly 40 percent of our membership).

We’ve begun to provide travel guidance and anticipate issuing additional guidelines later this summer as re-opening progresses. Any updates to guidelines are subject to change based on fluidity of infection rates and/or rollbacks to state and county guidelines

Of note:

  • We’ve increased troop meeting capacity in accordance with NYS for the space to allow for 6-foot distancing. Check local restrictions for small gatherings. If more restrictive, follow local restriction.
  • Restrictions vary state to state, county to county and even town to town—and can frequently change. Council approval is not required for troop meetings.
  • Obtain pre-approval from council before planning activities outside the typical troop meeting day, time or location.
  • For large gatherings, we consider the safety plan and regional norms when approving.
  • We’ve created a chart (included in the above guidelines document) to help guide you.
  • Always follow the CDC, state and GSUSA guidance outlined in our complete volunteer guidelines.

Interim COVID-19 Guidance for Returning to In-Person Troop Meetings & Activities

As our council regions across New York and Pennsylvania move through phased re-opening, we’ve created guidance for returning to in-person troop meetings and activities. 

This guidance is being provided as an interim plan for when your geographic area enters Phase 4 (NY) and Green Phase (PA) when a COVID-19 vaccine has not been made readily available. 

We recognize that returning to in-person troop meetings and activities is a decision to be made with careful consideration and one that will happen when the time is right for you and your girls.

Please note that we may modify this guidance from time to time and as circumstances change. 

COVID-19 is an extremely contagious virus that spreads easily in the community. Please take all reasonable precautions to limit potential exposure for girls, volunteers and families.
