Girl Scouts of NYPENN Pathways was chartered in June 2009 when these five Legacy Councils merged:
- Central New York Council (Cortland, Onondaga and Oswego counties)
- Indian Hills Council (Broome, Chenango, Delaware and Otsego counties)
- Foothills Council (Herkimer, Lewis, Madison and Oneida counties)
- Seven Lakes Council (Allegany, Bradford, Pa., Cayuga, Chemung, Ontario, Schuyler, Seneca, Steuben, Tioga, N.Y., Tioga, Pa., Tompkins, Wayne and Yates counties)
- Thousand Islands Council (Jefferson and St. Lawrence counties)
